Rename yiic to yii. Fixes #113

yiic => yii additional corrections

Added console command support to the bootstrap app.

Usage of "escapeshellarg" has been added to "yii\console\controllers\AssetController::actionCompress()".

 Method "yii\console\controllers\AssetController::buildTarget()" has been fixed to compose input file name correctly.

Change magic methods to getters
